Peter Cowhey is dean of the School of Global Policy and Strategy at the University of California San Diego and holds the Qualcomm Endowed Chair in Communications and Technology Policy. He is former Chief of the International Bureau of the FCC (Clinton administration) and Senior Counselor to U.S. Trade Representative (Obama administration). His responsibilities included licensing and regulation of U.S. commercial satellite systems as well as trade in services issues. He is an expert on the future of communications and information technology markets and policy. His two most recent books are “Digital DNA: Disruption and the Challenges for Global Governance” and “Transforming Global Information and Communication Markets: The Political Economy of Innovation.” Cowhey is the chair of the board of directors of the California Council on Science and Technology and of the Grameen Foundation.
